This is all you need:
Total cost of this project? $2! I got the flip flops for $1, and the water balloons for $1!
You will need about 200 water balloons to make these. All you have to do is double-knot the balloons, in a pattern, from one side of the flip flop to the other. It took me all of about 30 minutes, and that's with my broken finger!
